In 1808 Italians were 33% of the Dalmatian population, by 1848 their numbers dropped to 20% and in 1890 they were only 3.1%, how did Austria De-Italianize Dalmatia so efficiently without the use of deportation ?

A coworker who’s normally pretty knowledgeable told me that the Central Powers could potentially have beaten the Allies (or at least not surrendered to them) as late as 1917. In contrast, he said the outcome of WW2 was a forgone conclusion by 1942. Is this true? If so, what made the difference?
